Texas public schools continue to prove that strong fiscal stewardship and student-centered decision-making go hand-in-hand. The Texas Education Agency has released the 2024–2025 FIRST ratings (Financial Integrity Rating System of Texas), and the results tell a clear story: traditional public school districts continue to set the standard for responsible financial management in Texas.
According to TEA’s newly published ratings, an overwhelming majority of districts earned the highest distinction:
85% of Texas ISDs earned a Superior Achievement rating.
Less than 2% fell into the Substandard Achievement category.
These ratings are based on 21 financial indicators, including accuracy in reporting, administrative cost controls, and findings from independent auditors. Their purpose is simple: to ensure public dollars are spent wisely and transparently, and Texas districts continue to deliver.
Why This MattersFinancial accountability ratings reflect the trust placed in districts by taxpayers, parents, and communities. When districts earn the highest marks, it signals that:
Funds are being managed with care
Students benefit from stable, well-run schools
Communities can trust how their tax dollars are used
This is yet another example of the incredible work happening in public schools every day, not only in classrooms, but behind the scenes.

For context, TEA reports that 59.88% of public charter schools earned a Superior rating, while 4.65% received a Substandard rating.
